Economic Efficient and Safe Building

Objectives:

• To demonstrate the ways of savings of resources in private life and development of the ecological safe buildings;
• To encourage and stimulate consumers to choose "green" (safe, savings) technologies;
• To develop and implement the model of the "green" house keeping on the basis of selected multi-storage buildings;
• Lobbing of changes of the local and National legislation to secure the public involvement in to the reforming of housing and communal services.

Regions involved:

• Odessa
• Artemivs'k

The project will be implemented in two multi-storage buildings in Artemivsk and Odessa. The inexpensive technical solutions, which will improve conformability and decrease the sum of utility payments will be defined and applied. Activity aimed to:

• Energy conservation;
• Decreasing consumption of water, gas, electricity;
• Separation of municipal wastes;
• Increased safety of building;
• Analyzed consumption of the chemicals in everyday life ("Eco-tour").

The practical activity in the buildings the information campaign will be conducted, which will involve following:

• Conducting trainings for local people, representatives of the authorities and business;
• Information service "Ecotelephone";
• Cooperation with Mass Media;
• Publishing and distribution of informational materials.

Project development in Odessa

April, 1 2004: beginning of the project.

July, 30  2004: conducted  the round table "Economically  Efficient and Safe Building".

December, 7, 2004: conducted press-conference on the topic of the project.

December, 2004: developed criteria for the selection of the pilot building. MAMA-86-Odessa has announced the open competition to select the building for implementation of pilot project "Economically Efficient and Safe Building".

January 2005: conducted series of informational trainings for residents of 7 buildings. Representatives of these buildings have applied for participation in the open competition of the selection of the pilot building. More 600 participants took part in the trainings.

February, 17 2005: conducted the meeting of tender commission in Odessa’s city council. The commission has chose the 16 floors building with residence organization OSBB "Balkivs’kiy". Address: Odessa, 36, Balkivs’ka street.

March, 1 2005: start of monitoring of water, gas, electricity and heat consumption in pilot building.

 
April 2005: developed the recommendations of potential technical solutions for installation in pilot building.

April—June 2005 With help of experts, MAMA-86-Odessa has chosen the following technical solutions for pilot building:

1. installation the meter of  heating and warm water
2. installation the system of saving of electric power in building.

April 2005 Conducted the heating audit. Equipment were given by concern "Lukoil – Odessa".

April—June 2005 Conducting the tender for installation heating counter (5 organizations took part).

June, 25 2005 On the territory of the pilot house was organized the meeting to discus the acceptable technical decisions including waste separation system with different stakeholders. 

June, 27 2005:  Meeting of tender commission: private enterprise of "Tekhprilad" has won the right to install the heating meter of hot water (three-channel heating counter X12 producer: "Measurings technologies", Kyiv).

July, 16 2005: Training concerning the development of "Ecolable" with experts, representatives of ÎSMD "Balkivskiy" and other stakeholders.

September, 20 2005: working meeting to discus and develop the waste separation system. In which has participated representatives of enterprises and firms, which are engaged in waste recycling business.

October, 16 2005 16 trainings for residents were conducted, which aimed to introduce the residents to the separate collection of hard domestic wastes.

October 2005 Installation of electric device on a tenth floor to research the system of efficient use of electric power in the places of the common use (provides the automatic shutdown of light).

October  2005 Installation of the heat meter and counter of hot water.

October, 31 2005 Meeting of experts which took part for the development of project "Ecolable".

2004—2005. On the base of service "Ekotelephone" was formed  a database, which is constantly is filling up. This database includes the "Green technologies" for apartment houses, private houses, offices, schools, and others like existing at the market of Ukraine.
November—December  2005 The meetings with potential partners in organization and realization of chart of separate collection of hard domestic wastes were conducted. Currently we are developing the technological chart-plan of its realization.

December, 15 2005  Representatives of laboratory of municipal Sanitary Epidemiological Station were took the following samples:

1. noise;
2. radon;
3. electromagnetic researches;
4. air;
5. microclimate.

November—January  2005 The representatives of "SV-ÒŲS" carried out the monitoring of electric equipment and use of electric energy in a pilot house.

2005—2006. The ecology-sanitary passport of house is developed.

Twice on a month among the habitants of pilot house MAMA-86-Odessa is spreading the information about saving of heat, electric power and other of resources by application of simple rules in everyday life.
