Dialogue In Support of a Dedicated Water Goal – 2015 Print

captionMarch 27, 2015 at the conference hall of the Presidium of the National Academy of Sciences, Kyiv, Global Water Partnership (GWP) of Ukraine held a National Dialogue (Dialogue) of stakeholders "Water for Sustainable Development".

The event contributed into the GWP global campaign to support of the Special Partnership targets on water. The event was organized by "MAMA-86".

The objectives of the dialogue were:

  1. To discuss the problem of ensuring sustainable access to water and sanitation in the context of Sustainable Development POST-2015: global and national contexts.
  2. To present and discuss the results of the Integrated Drought Management Program implementation in Ukraine and the next steps.
  3. To present the draft of National Action Plan to combat land degradation and desertification, and discuss public comments to it.

27 participants took part in the Dialogue, including representatives of state authorities: State Agency of Water Resources, State SES, Ukrainian Hydrometeorological Center, Ministry of Economic Development and Trade of Ukraine, Ministry of Agrarian Policy and Food of Ukraine; representatives of science and research institutions: Ukrainian honoured with "Znak Poshany" Research Institute of Forestry and Forest Melioration named after G.N. Vysotsky, Institute of Water Problems and Melioration, the National Institute for Strategic Studies, National Scientific Center "Institute of Agrarian Economics", Institute of Hydrobiology, Institute of Telecommunications and Global Information Space; and representatives of the Ukrainian Water Utilities Association "Ukrvodokanalecologiya", Ukrainian Ecological Association "Zeleniy Svit", InterekoCenter, NGO "Eremurus-Ukraine", members and partners GWP-Ukraine.

During welcome speech of Olga Lysyk, State Water Resources Agency, she has highlighted that GWP-Ukraine was established almost 10 years ago by an initiative of State Agency of Water Resources. She stated that currently, cooperation should be resumed for the supporting of the implementation of the EU-Ukraine Association Agreement, in particularly the obligations to implement the River Basin principles and using EU experience of implementation of Integrated Water Resource Management.

Anna Tsvietkova, UNENGO “MAMA-86” – member of GWP-Ukraine, reminded to participants that GWP promotes an integrated approach and sharing accumulated knowledge and expertise to the worlds of water resource management and provides a neutral platform for discussion of current issues of water policy and practice of representatives of various stakeholders. This Dialogue is seeing as such a platform.

The Dialogue was very interesting and fruitful (Program) and the participants discussed actively and constructively several items: an importance of Dedicated Water Goal -2015 was presented by Andriy Demydenko (GWP-Ukraine), the current situation with access to water and sanitation was presented by Olexey Danilenko (State SES), the results of Integrated Droughts Management Program were presented by Anna Tsvietkova (GWP-Ukraine), the results of the Pilot to improve monitoring and forecasting of the impact of drought in the agricultural sector were presented by Tetyana Adamenko (Ukrainian Hydrometeorological Center) and achievements of the Pilot on drought impacts on forests were presented by Igor Buksha (Ukrainian honoured with "Znak Poshany" Research Institute of Forestry and Forest Melioration named after G.N. Vysotsky). Furthermore, the participants were able to get familiar of the draft of National Action Plan (NAP) to combat land degradation and desertification. The Draft NPD was presented by Yuriy Nesterov, expert of the project of NAP development, the major comments from public were presented by Oleg Tsaruk, expert of the Convention to combat desertification, NGO “Eremurus-Ukraine”. Moreover, the contribution into comments was done by Igor Buksha and participants of the Dialogue. Currently, the preparation of the Resolution of the Dialogue is ongoing, as well as collection of the comments to the NAP.
