The publication presents the findings of an analysis of how the equal right to water and sanitation is ensured in Ukraine at the national level and the municipal level of Sevastopol. It also provides an example of filling out the self-assessment tool at the national-level.

The paper was produced based on a project to pilot the self-assessment tool, designed by an expert group with the Secretariat of the Protocol on Water and Health to the UNECE Convention on the Protection and Use of Transboundary Watercourses and International Lakes. The pilot project was implemented by the State Sanitary and Epidemiological Service of Ukraine and the National Environmental NGO "MAMA-86" in January through March 2013.

The publication is intended for a wide circle of stakeholders including staff of central and local authorities, businesses, lawyers, human rights activists, journalists, and NGOs engaging in provision of Ukrainian citizens with potable water and proper sanitation.
