ANALYSIS OF SEVASTOPOL CITY POTENTIAL FOR PRACTICAL APPLICATION AND ACTIVE PROMOTION OF ECO-FRIENDLY

Local survey outputs show that environmental problems of Sevastopol city related to water supply, sewage, waste recycling, low level of environmental safety of Ukrainian military facilities and Black Sea Navy of Russian Federation, state and use of protected areas, absence of regional programmes and plans of national environmental network creation are not being sorted out.

At present there is ongoing “Programme for increasing energy efficiency in all areas of Sevastopol economic activities for 2007-2010” approved 07.11.2006 #917. Main activities provided by municipal Programme are aimed on transition to solar systems implementation, utilization of obsolete pesticides, improving of vineyard irrigating system, development and building of sewage collector, starting water treatment plant, system of aqueous medium biomonitoring, development of land management projects, building of domestic wastes’ landfill at Pervomaysk gully.

Some municipal public organizations initiate measures for reducing environmental problems in the city, namely: up-grading of energy audit system, reducing of heat and energy losses, encouragement and support for application of innovative and energy effective building materials; implementation of new irrigating systems. Moreover, these organizations held and carried out scientific-practical conference “Water resources and ecology” on the 28th of November, 2008, and developed and approved a programme of collection, recycling and utilization of building and timber wastes.
